RPZ function

The Reston Planning and Zoning Committee (P&Z Committee) is a community- based advisory committee that has been established for over 40 years. The P&Z Committee reviews changes in land use for properties that are located within the boundaries of Reston. Land use change applications typically begin with Fairfax County zoning staff since Fairfax County governs all land use and zoning matters. The ultimate approval authority for most land use applications is the County Planning Commission (PC) and then the County Board of Supervisors (BOS). The P&Z Committee acts as an advisory committee to both the PC and the BOS.

Land use applications that P&Z typically reviews are:

- Rezonings

- Conceptual Development Plans

- Final Development Plans

- Special Exceptions

- Special Use Permits

- PRC Plans

  • Conformance with Comprehensive Plan, Reston Master Plan and Fairfax County Zoning Ordinance

  • RA membership (The Committee wants applicants to address this upfront and not leave to chance.) If not RA Membership, what is the alternative? How is the applicant addressing their impacts to the community resources such as open space and trails? 
  • Architectural review either by the DRB or Town Center Design Review Board
  • Surrounding neighborhood liaison efforts with specific HOA’s and meetings identified.
  • Provide proffer language and associated updates as they change over time. 
  • Tree Save and Quality of Open Spaces
  • Stormwater Management
